A Letter to All in Yangjiang 致所有在陽人士的一封信

　　各位在陽的中國公民和外國僑民：

　　陽江市位于廣東省西南部，地處大珠三角地區，東鄰粵港澳大灣區，西融北部灣城市群，是“中國優秀旅游城市”“中國刀剪之都”“中國溫泉之鄉”“國家園林城市”“國家衛生城市”。

　　新冠肺炎疫情發生以來，陽江市委、市政府堅決貫徹落實黨中央、國務院的決策部署，根據廣東省委、省政府的工作要求，始終把所有在陽人員的生命安全和身體健康擺在第一位，依法科學、精準有序開展疫情防控工作，陽江人民勠力同心、共抗疫情，全市疫情防控態勢持續向好。在抗疫的過程中，我們得到了各國駐穗總領館、外國地方政府、民間組織、友好人士的關心和支持，更加堅定了我們戰勝疫情的信心和決心。對此，我們深表謝意、感念在心。

　　當前，保持疫情防控成果、防止疫情反彈的任務依然嚴峻復雜，“外防輸入、內防反彈”壓力仍然很大，保障在陽中外人士的生命安全和身體健康，需要我們同舟共濟、守望相助、戮力同心、共戰疫情。為此，我們謹向所有在陽人員特別提示：

　　一、陽江市各級政府采取了全面、嚴格、徹底的防控舉措，依法依規、嚴格執行無差別的健康服務管理措施，對所有在陽的中國公民和外國僑民一視同仁。

　　二、我們堅持人文關懷，在實施疫情防控措施和健康管理服務時，充分考慮中外人士的合理關切，提供必要的保障和服務，切實保障合法權益。

　　三、為有效防控傳染病傳播，根據中國有關法律法規，在陽的中國公民和外國僑民均有義務配合各級政府和相關部門實施防疫抗疫措施，違反法律法規將承擔相應的法律責任。

　　四、在開展疫情防控工作中，我們反對任何針對特定人群的差異性做法，對歧視性言行零容忍。

　　五、任何單位和個人不得因國籍、種族、性別、膚色等原因限制或拒絕特定人群入住旅店、租住房屋，以及出入社區、商場、公園等公共場所。

　　六、任何單位和個人不得因國籍、種族、性別、膚色等原因限制或拒絕特定人群搭乘公交車、出租車等公共交通工具；不得拒絕對特定人群提供理發、購物、餐飲等日常生活服務。

　　七、任何單位和個人不得因國籍、種族、性別、膚色等原因對特定人群前往醫療機構就醫采取區別對待和歧視性做法。

　　八、陽江市各級政府尊重和保護外國在華外交領事人員的外交領事特權與豁免，并為其履行外交領事職責提供便利。

　　九、所有在陽人員應繼續堅持戴口罩、少聚集，保持勤洗手、常清潔的良好衛生習慣。提倡綠色出行，搭乘公共交通工具時盡量減少交談，保持適當間距，減少感染風險，體現城市文明素養。

　　Working Together to Defeat the COVID-19 Epidemic

　　_____A Letter to All in Yangjiang

　　Dear Chinese citizens and foreign nationals in Yangjiang:

　　Located in the southwest of Guangdong Province and belonging to the Great Pearl River Delta region, Yangjiang is adjacent to Guangdong-Hong Kong-Macau Greater Bay Area in the east and the Beibu Gulf Urban Agglomeration in the west. It is awarded the honorary titles as “an excellent tourist city in China”, “the capital of Chinese knives and scissors”, “the hometown of Chinese hot springs”, “the national garden city” and “the national health city”.

　　Since the outbreak of the COVID-19, the Yangjiang Municipal Party Committee and the municipal government have resolutely implemented the decisions and arrangements of the CPC Central Committee and the State Council. In accordance with the work requirements of the Guangdong Provincial Party Committee and the provincial government, we have carried out epidemic prevention and control in a scientific, accurate and orderly manner in accordance with the law, always putting the safety and health of all personnel in Yangjiang in the first place. The people of Yangjiang worked hard to fight the epidemic, and keep it under good prevention and control. In the process of fighting the epidemic, we have received the concern and support of the consulates of all countries in Guangzhou, foreign local governments, civil organizations, and friendly people, which have furtherly strengthened our confidence and determination to overcome the epidemic. We are deeply grateful for this.

　　At present, the task of maintaining the results of epidemic prevention and control and preventing the rebound of the epidemic is still severe and complex. We are taking effort to prevent external input and internal rebound. To ensure the safety and health of Chinese and foreign nationals in Yangjiang, we need to work together to fight the epidemic, so as to protect and help each other. To this end, we would like to make a special note to all personnel in Yangjiang:

　　1. Governments at all levels in Yangjiang have taken comprehensive, strict and thorough prevention and control measures, and have strictly applied undifferentiated health management service to both Chinese and foreign nationals in Yangjiang in accordance with laws and regulations. All foreign nationals in China are treated equally.

　　2. We adhere to humanistic care. When implementing epidemic prevention and control measures and health management services, we give full consideration to the Chinese and foreign people, provide necessary guarantees and services, and effectively protect their legitimate rights and interests.

　　3. In order to prevent and control the spread of epidemic effectively, according to the relevant laws and regulations of China, Chinese citizens and foreign nationals in Yangjiang are obliged to cooperate with governments at all levels and relevant departments to implement epidemic prevention. People who violate laws and regulations will bear corresponding legal liabilities.

　　4. In the process of epidemic prevention and control, we are opposed to any differentiated practices aimed at specific populations and have zero tolerance for discriminatory behavior.

　　5. No organization or individual is allowed to restrict or refuse specific groups of people to stay in hotels, rent houses, or enter communities, shopping malls, parks and other public places due to nationality, race, gender, color and other reasons.

　　6. Any organization or individual shall not restrict or turn away any specific group of people from taking metro, buses, taxis or other public transportation because of their nationality, race, gender or skin colour, and shall not refuse to provide daily services including hair cutting, shopping and catering for them.

　　7. Any organization or individual shall not apply differentiated treatment or discriminatory practices to any specific group of people because of their nationality, race, gender or skin colour when they are seeking medical care in  medical institutions.

　　8. Governments at all levels in Guangdong respect and protect the diplomatic and consular privileges and immunities of foreign diplomatic or consular personnel in China, and provide facilitation for them in fulfilling diplomatic and consular duties.

　　9. In this special period of time, we encourage all Chinese and foreign nationals in Guangdong to obtain the latest information concerning epidemic prevention and control from authoritative sources, and to maintain a rational and objective attitude.
